Selective financial aid is awarded to support:1° Either the publication or re-publication of a specific cinematographic or audiovisual work;2° Or the publication of a programme comprising between six and thirty publishing projects, regardless of the number of cinematographic or audiovisual works per project.
Beneficiaries of selective financial aid for the publication of a programme of works are videogram publishers who have been in business for at least two years and who have a regular publishing activity as evidenced by the publication of at least ten publishing projects over the last two years.
Cinematographic and audiovisual works must be published either in their original French version or in a version with French subtitles.
Selective financial aid is awarded in consideration of:1° The cultural interest, editorial quality and technical quality of the publishing project;2° The consistency and relevance of the editorial line in the case of a programme;3° The economic conditions for the distribution of videograms;4° The measures planned to make the published works accessible to people with disabilities.
Selective financial assistance helps to cover the following publishing costs:1° Purchases and pre-purchases of exploitation rights and, where applicable, payment of guaranteed minimums;2° Expenditure on the manufacture of media;3° Technical expenditure, including expenditure on making works secure and accessible to people with disabilities;4° Editorial expenses;5° Promotion and marketing expenses;6° Subtitling or dubbing expenses;7° Overheads, up to 10% of the expenses mentioned in 1° to 6°.
