Before issuing the authorisation, the President of the Centre national du cinéma et de l’image animée seeks the opinion of the regional director of cultural affairs, who may consult experts in the field of cinema exhibition, distribution and cultural dissemination, as well as persons exercising functions in the cultural field within local authorities.
Authorisation is granted for one session or a series of sessions.

The declaration of persons whose activity is the publication of videograms intended for private use by the public is made, on plain paper, by registered letter with acknowledgement of receipt. The information mentioned in the penultimate paragraph of Article R. 221-2 are made up of: 1° An extract of the association’s declaration published in the Journal officiel indicating its name, purpose and registered office as well as the date of its declaration; 2° A list and the identity of the persons responsible for the administration or management of the association as declared to the prefecture.
The Centre national du cinéma et de l’image animée must be informed of any changes to the information provided in support of the initial declaration within three months.If the holder of the declaration receipt ceases to operate, he must inform the Centre national du cinéma et de l’image animée within six months.
Documents making it possible to establish the origin and conditions of exploitation of videograms, as well as the revenue from their exploitation, are presented in accordance with models laid down by order of the Minister for Culture.
