The president of the Cour nationale du droit d’asile may take the necessary measures for the constitution and operation of panels of the court sitting in New Caledonia.

Subject to the adaptations provided for in this chapter, the following provisions are applicable in the French Southern and Antarctic Territories in their wording resulting from Decree no. 2020-1734 of 16 December 2020, unless otherwise stated or reference is made to their application by operation of law in the table below.
For the application of this book in the French Southern and Antarctic Territories:1° References to the Prefect are replaced by references to the High Administrator of the French Southern and Antarctic Territories;2° In Article R. 140-1, references to Articles R. 142-11 to R. 142-58 are deleted.

The provisions of articles R. 141-1 to R. 141-13, R. 142-26 to R. 142-42 and R. 142-51 to R. 142-58 shall apply to foreign nationals whose situation is governed by this book.
European Union citizens with a valid identity card or passport are admitted to French territory.
The documents allowing third-country nationals mentioned in article L. 200-4 to be admitted to French territory are their valid passport and a visa or, if they are exempt from this, a document establishing their family ties.
The provisions of this title and the provisions of articles R.* 321-1, R. 332-1, R. 341-1 to R. 343-34, the first paragraph of article R. 351-1 and articles R. 351-2 to R.* 352-1 shall apply to foreign nationals whose situation is governed by this book.
A certificate, conforming to the model set by order of the minister responsible for immigration, is issued immediately by the mayor to European Union citizens who comply with the registration requirement set out in article L. 231-2. This certificate does not establish a right to residence.
