When another Member State asks France whether a foreign national who already holds a residence permit bearing the words “long-term resident-EU” provided for in article L. 424-5 remains under the protection of the French Office for the Protection of Refugees and Stateless Persons, the reply is sent by the prefect who issued the permit, within a maximum period of one month following receipt of the application.

Article R424-7 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The Prefect shall issue the multiannual residence permit provided for in Articles L. 424-9 or L. 424-11 within three months of the decision granting subsidiary protection by the French Office for the Protection of Refugees and Stateless Persons or the National Court of Asylum. This time limit does not apply to the family members referred to in article L. 561-2.
