The administrative authority competent to order the expulsion of a foreign national pursuant to articles L. 631-2 or L. 631-3 as well as in cases of absolute urgency is the Minister of the Interior.
Except in cases of absolute urgency, foreign nationals against whom expulsion proceedings have been initiated are notified by means of a notification bulletin.The notification bulletin is equivalent to a summons to appear before the expulsion commission mentioned in 2° of article L. 632-2.
