The application of the provisions of articles L. 2224-20 and L. 2224-21 may be extended by decree to bypasses built or to be built to bypass built-up areas on national roads that are not classified as trunk roads.
Communes may set up public weighing, measuring and gauging offices where anyone may have their goods weighed and gauged on payment of a fee. Recourse to these offices is compulsory only in the event of a dispute.
No person may perform the duties of weigher, measurer and gauge without taking an oath. The oath shall be received by the president of the commercial court or the judge of the judicial court.
In localities where it is not necessary to establish public weights, the duties of weigher, measurer and gauge may be entrusted by the representative of the State in the department to citizens of recognised probity and ability, who shall take an oath.
No person other than these employees or servants may, within the precincts of the markets, halls and ports, exercise the profession of weigher, measurer and gauge, on pain of confiscation of the instruments intended for measurement. The precincts of these markets, halls and ports shall be determined and designated in an apparent manner by the mayor.
Those to whom the offices or functions of public weigher or measurer are entrusted are obliged to keep the markets, halls and ports equipped with the instruments necessary for the exercise of their functions and to have employees in sufficient numbers. If they fail to do so, the police will provide for them at their own expense and they will be dismissed.
Public weighers and measurers issue to those who request it a bulletin recording the result of their operation.
