The interior and exterior of the premises are clean and well maintained.
All walls, equipment, pipes, gutters and joinery are checked for leaks, and cellar and attic ventilation is ensured at all times. The causes of damp and mould are identified and remedied as quickly as possible.
All necessary measures are taken to prevent the proliferation of animals that are a nuisance to human health, in particular bedbugs, in residential premises and, if necessary and as a matter of urgency, to remedy the situation, in particular by clearing, cleaning, disinfecting, rodent-removal and disinsectisation of premises using biological or physical processes. Buildings housing residential premises and their surroundings, as well as the communal areas of apartment blocks, must be properly maintained, in particular by carrying out the necessary measures and work on a regular basis, at the expense of those responsible for this obligation. Any unforeseen deterioration likely to have an adverse effect on the health and safety of persons shall be immediately repaired, at least temporarily.
Roofs and terraces, walls and their renderings, partitions, ceilings, floors, windows, skylights, doors, meter locations and pipe and network ducts are regularly maintained to prevent water seepage and fumes, while respecting essential ventilation systems. Grids, grates and skylights are cleaned and checked to ensure that they fulfil their function at all times.
Green walls and roofs are designed to prevent plants and their containers from falling over, openings from becoming blocked and any excess humidity that could create the risk of short circuits or encourage the proliferation of animals that are harmful to human health, as well as the appearance of mould. They are regularly cleaned, maintained and inspected.
The demolition of a building is preceded by a rat and pigeon control operation. If this demolition reveals the presence of dangerous solid or liquid products, in particular vats or tanks containing flammable or toxic liquids, it is halted until these products are removed and the installations are neutralised by decontamination or removed.
The communal areas of an apartment building are accessible and maintained in a clean, functional and well-maintained condition. Each courtyard or small courtyard is accessible from a communal area and is equipped with a water connection.
The various household waste containers are managed in such a way as to minimise any nuisance to the immediate neighbourhood. Bins are put out or placed as far away as possible from doors and windows.
Gardens and areas surrounding residential premises must be maintained in such a way as not to compromise the health and hygiene of these premises. When household waste containers and dustbins are stored there,article R. 1331-51 applies. Access to communal play areas and sandpits is forbidden to pets.
