Article R2123-4 of the French Public Health Code

The Committee may only validly deliberate if all five of its members, whether full members or alternates, are present. Decisions are taken by majority vote. The opinion is signed by each member of the committee. The members of the committee of experts are bound by professional secrecy in accordance with article 226-13 of the French Penal Code.
