The person sanctioned or the chairman of the High Council, with the agreement of the college, may lodge an appeal of full jurisdiction with the Conseil d’Etat.

In the collectivities covered by article 73 of the Constitution and in the overseas collectivities of Saint-Barthélemy, Saint-Martin, Saint-Pierre-et-Miquelon and Wallis-et-Futuna, an observatory of prices, margins and incomes analyses the level and structure of prices, margins and incomes and provides the public authorities with regular information on their development.
The chairman of each observatory is appointed for a renewable term of five years, by order of the first president of the Cour des Comptes, from among the members of the corps of magistrates of the financial jurisdictions or from among the honorary magistrates of these corps.
I. – In the collectivities covered by Article 73 of the Constitution and in the overseas collectivities of Saint-Barthélemy, Saint-Martin and Saint-Pierre-et-Miquelon, each observatory includes, in addition to its chairman, the deputies and senators elected in the collectivity concerned, representatives of the relevant territorial collectivities, the State, consumer associations, employers’ and employees’ unions, the regional economic and social council, consular chambers, the institute mentioned in the section 2 of Chapter…
Each observatory may issue an opinion to inform the public authorities on the conduct of the economic and social cohesion policy pursued in the local authority in whose territory it is established.
Each observatory publishes annual data on the level and structure of port passage costs.
Each observatory is informed of any measures relating to market regulation and price controls that concern the overseas department or collectivity for which it is responsible.
