The interconsular groupings are authorised to set up and administer any establishments used for trade and industry under the conditions set out in Article R. 712-28 and within the limits of the powers defined by the decree provided for in Article R. 711-22. Within the same limits, they may participate in any operation likely to ensure the economic development of the constituency of the chambers that constitute them.
Interconsular groupings may be declared concessionaires of public works or entrusted with public services under the same conditions as territorial chambers of commerce and industry. The concession may relate not only to works undertaken by the State, but also to those that are the responsibility of local authorities, their public establishments or trade associations.
The decree provided for in Article R. 711-22 sets the number of seats on the general assembly of the interconsular grouping reserved for each of the chambers making up the grouping; this number may not be less than two.
