The High Council for Social Dialogue referred to in Article L. 2122-11 of the Labour Code comprises : 1° Five representatives of national and cross-industry employee trade union organisations and, in equal numbers, representatives of representative employers’ organisations at national level appointed by these organisations. The members of the High Council for Social Dialogue are appointed by the Prime Minister for a term of five years. The Prime Minister appoints one of the qualified persons mentioned in 3° of Article R. * 2122-1 to chair the meetings of the High Council.
At the end of the four-year electoral cycle provided for in articles L. 2122-5 and L. 2122-9, the minister responsible for labour presents the results recorded to the High Council for Social Dialogue and consults it on the list of representative trade union organisations by branch and at national and cross-industry level. This consultation takes place no later than eight months after the end of this cycle.
The High Council for Social Dialogue meets when convened by the Minister for Labour, on his own initiative or at the request of at least half of the representatives of the employee and employer trade union organisations mentioned in 1° of Article R. * 2122-1.
