The départements of Paris, Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne, as well as the interdepartmental institution they have created between them, provide collective wastewater treatment, which includes its collection and transport, when the communes, their public cooperation establishments or their mixed syndicates do not provide this, its treatment and the elimination of the sludge produced. Article L3451-2 of the French General Code of Local Authorities

The departments and the interdepartmental institution referred to in article L. 3451-1 may be responsible for all or part of the collective sanitation and stormwater management of municipalities located within the territory of the départements of Essonne, Seine-et-Marne, Val-d’Oise and Yvelines, under the conditions set out in an agreement with the municipalities, public establishments for inter-municipal cooperation or mixed syndicates concerned.
