Article L7324-1 of the French General Code of Local Authorities

The Congress of Elected Representatives may be referred to by the assembly of the territorial authority, under the conditions set out in Article L. 7323-1, any proposal for institutional change and any proposal relating to new transfers of powers from the State to the territorial authority. Ongoing contracts and agreements concluded by the département or region continue, after the creation of the territorial authority, to be performed under the previous conditions until their expiry, unless otherwise agreed between the territorial authority and the co-contracting parties. The latter are informed by the territorial authority that it is replacing the original contracting authority.
