Article R4432-14 of the French General Code of Local Authorities

The provisions of articles R. 4135-1, R. 4135-3 and D. 4135-20 to D. 4135-23 apply to the chairmen and members of advisory councils.
The provisions of articles R. 4135-1, R. 4135-3 and D. 4135-20 to D. 4135-23 apply to the chairmen and members of advisory councils.
The provisions of articles R. 4134-8 to R. 4134-21 apply to the regional economic, social and environmental councils. The same provisions, with the exception of those of the second paragraph of article R. 4134-12, apply to the operation of the councils for culture, education and the environment of the regions of Guadeloupe and Réunion.
Under the chairmanship of its oldest member, with the youngest member acting as secretary, each council elects its officers for the first time after voting on the provisions of its rules of procedure concerning the method of election, composition and operation of the officers. .
Articles R. 4134-24 to R. 4134-27 are applicable to members of the regional economic, social and environmental councils and the culture, education and environment councils of Guadeloupe and Réunion.
The regional development plan provided for in Article L. 4433-7 is made up of: 1° A report; 2° A booklet of rules; 3° A general destination map of the different parts of the territory; 4° Ancillary documents.
The report, the organisation of which is decided by the region, department or local authority, includes the following elements: 1° The fundamental guidelines provided for in the first paragraph of Article L. 4433-7. The report also includes: 1° A diagnosis of the territory. This diagnosis presents, in particular with regard to demographic, socio-economic and ecological forecasts, the needs in terms of spatial planning, environmental protection, facilities, infrastructure and transport, housing as well as economic and agricultural development.
