Article D6364-7 of the French General Code of Local Authorities

The collectivity receives the allocation provided for in Article R. 3334-5 under the same conditions as the départements. It also receives an allocation taken from the appropriations allocated to the increase mentioned in article R. 3334-7. This allocation is calculated by applying the ratio of the local authority’s population to the national population, increased by 10%, to the total amount of this increase. .
