The order establishing the amount of the increase or decrease in charges is notified to the local authorities concerned. The Minister for the Interior and the Minister for the Budget have the option of consulting the commission on any complaints made by these local authorities. The commission issues an opinion within one month of the complaint being forwarded by the ministers.
