The purpose of external fire defence is to ensure, according to the needs resulting from the risks to be taken into account, the supply of water to the fire and emergency services via water points identified for this purpose. It is placed under the authority of the mayor in accordance with article L. 2213-32.
-The municipalities are responsible for the public outdoor fire fighting service and are therefore responsible for creating, developing and managing the water points required to supply water to the fire and rescue services. They may also intervene upstream of these water points to guarantee their supply.
When the supply of the water points referred to in articles L. 2225-1 and L. 2225-2 use a water transport or distribution network, the related investments required of the public or private person responsible for this network are paid for by the public external fire defence service.
A decree of the Conseil d’Etat shall determine the conditions of application of this chapter.
