Chapters V and VII of Title I of Book II of this Part do not apply in the communes of the department of Guadeloupe and the territorial collectivities of French Guiana and Martinique. .
In the regions of Guadeloupe, Guyane, Martinique and Réunion, the perimeter of the areas referred to in article L. 5223-1 is decided by the representative of the State in the region, after obtaining the opinion of the regional council and the general council, regardless of the number of inhabitants of all the communes involved in the intermunicipal development and planning charter.
The report on the budget guidelines mentioned in article L. 2312-1 presents a progress report on the measures set out in the convergence plan covering the territory of the public establishment for inter-municipal cooperation.
The provisions of this Part shall apply to Mayotte under the conditions and subject to the reservations set out in this Title.
For the application to Mayotte of these provisions: 1° The reference to the department, the overseas department, the region or the overseas region is replaced by the reference to the Department of Mayotte; 2° The reference to the regional council or the general councils is replaced by the reference to the general council.
For the application to Mayotte of Article L. 5210-3, the words: “and the regional council concerned may, at the request of either, be associated” are replaced by the words: “may, at its request, be associated”.
I.-The provisions of Chapter V of Title I of Book II of this Part are not applicable to Mayotte.
